When the ECU throws that code, it's because it either can't see any signal or the signal is way out of range. Now that you've swapped the wires around a bit, it sounds like the ECU is actually seeing a signal, it's just off by a lot. I've seen this exact thing happen when I wired a Z32 MAFS incorrectly. Idle voltage was like 2.0V instead of 0.9, so the car was super rich.

When you say "rearrange the order", are you changing the pin location on the connector? You either need to get the FSM, or try rearranging them again. There's only 3 wires, so there aren't that many possible combinations. Black is ground, white is signal, B/W is power. From experience, I'd say try swapping the W and BW first.
