164 hp is 164 hp, wind drag doesnt change anything, unless it's a magical wind that makes your engine suck.
what you're referring to, i think, is the tranny hp loss that happens when dynoing a car- since you can't dyno an engine (well, you can, but you have to take it out of the car and take it to a special engine dynamometer- which no one i know has around here)- you can only dyno a car, which loses hp through the transfer of power in the transmission, which, in a fwd, is usually around 15%. so 164 means the engine makes around 195 hp. and even magical winds dont change that.
unless you have ram-air, and even then only at speed
