Cleveland has staggereg/canted valves and windsor is straight line. The 2Vhead has a 2 cast in the corner of the head and the 4v has a 4...pretty tricky if you ask me. BTW, you will want 2v heads unless you are building a car for Daytona Speedway.

If you can see the ports on the heads, the windsor will have large ports., the cleveland will have ports you can drive a Civic through.

There is a difference in the water neck location too. I think the windsor comes out of the intake manifold and the cleveland is in the block...little fuzzy on that one.
