VR6 Most potential. 1.8T can be built a lot cheaper. Cheaper doesn't mean better for all the reasons that Biscuit Man listed. VR6's can handle anything you throw at them. I've owned both 1.8T (150hp and 180hp) and I don't think either can touch the VR6. I just think it is a superb engine.
