The ONLY importer to EVER get a Skyline past NHSTA/EPA was Motorex. Unless it got legalized by Motorex, it's here illegally, end of story.
What initially got them in trouble was side markers. They stopped installing them. After the NHSTA started noticing the Skyline articles (and the pics, without side markers), they started to review the petition. They found a few things that were 'incorrect' (or misleading

). Here are some of the discrepencies:
All Skyline made after 1996 need to be OBD2 compliant. There was never an RB series OBD2 ECU/engine manufactured by Nissan.
All Skylines need headlight that meet NHSTA specs. NO skyline headlights meet that standard.
All Skylines manufactured after 1989 need to have a SRS system, and Skylines made after 1994 need to have Drivers and Passenger side airbags.
Basically, it came down to the point, that ONLY a 1995 dual airbag Skyline could be imported and converted (if the headlight issue were addressed).
I also heard there were some issues around the airbags they installed too, but don't know much about that. Several Skylines were imported as 1995 models, that are actually 1996 or newer. The TK Skyline in Tampa was imported as a 1995, but I believe it's a 1996.
