this country should adopt the Japanese way of motorcycle licsenses. You must work your way up to the 1000's, you cant just start out on the big bikes. This method is for a reason. Everyone should start on a moped/scooter, then a 250, followed by a 500. Maybe in a few years, a 600sportbike. Then after 10yrs or so, a 1000cc sportbike. That way you have MANY years of riding in traffic, rain, debirs,etc to hone your skills.
