Next time ask the cop if someone ran over his baby if he would still say the same thing? That privae property BS is just that, BS. They can and do write tickets and work accidents, and report them, on private property. You need to get hold of his super and find out what the deal is. That guy fled the scene of an accident which is definately against the law. Whatever, paperwork you recieved from this completely inept(sp?) LEO should be brought with you to the police station for your meeting with a detective.
Don't take this one in the balls kid cause you are completley in the right from the info you provided. I do believe the cop didn't not quite show up for work that day.
