thats not the same, the state sets the speed limit. if you wanna get techincal, its the same as: you can smoke wherever you want in most states. in florida you cant smoke in restaraunts. thats the first example came to mind.

If the DOT, the department responsible for our roadways and restrictions of such, says it is legal then how the hell are you rightfully gonna get a ticket?
