Actually a lot of tuners like to street tune. Steve Kan himselft has been quoted many times on how it doesn't make any difference in his opinion to street tune or dyno tune. Since in theory on both you're checking the a/f but with one you have a reading of how much power you're making/losing whatever the case may be. I for one, like to dyno tune, and see what the results are. But if he can't afford the tune + dyno, then street tune it. Just find a nice straight "street" to do a dozen third gear pulls.
