a compression "tester" will only tell you what each cylinder is pumping, and allow you to determine if you've got rings going, leaking valves, etc.

not sure what you're referring to as a "compression ratio tool". There isn't any device (that I know of) that would take into consideration all of the variables (cam lift, durration, etc) that would allow a plug and play type setup..
