have you preloaded and set the tensioner properly using the grenade pin? they are a major pain in the ass on those cars...no balance shaft shouldnt be an issue as long as you still have the pully on where the lower one goes, which obviously you do or the belt wouldnt fit at all....how much slack is it developing, just for reference?
