Maybe you should go to a Ticket system. Have Vendors as places that collect cash/payment prior also... Just an idea... Like some of the race shops etc..
The problem with that is:
1. We would have to spend money to print the tickets.
2. The people selling them would want something of value in return.
I would love to do it but since we try to have zero cost on these things it is hard to pull off.
