Not only does it have alot of problems for $6500, but it sounds like its been beat to shit so there's no telling what other problems the car has. What kind of mods does it have on it? What kind of cosmetic shape is it in? Price sounds high. With the stuff you mentioned it needs, figure at least $1500 if you can't do the labor yourself. You may want to consider passing on this one.
