The only people I consider ricers are the ones that make useless modifications to their vehicles, useless as in it does not improve the looks or performance of the vehicle, granted that is heavily opinionated but that is all the "ricer" term is. An opinion. Small example, I added ACR decals to my Neon, it was an ACR but they never came with ACR decals. I was called a ricer, later on I added Mopar Performance stickers too my car, I wanted to get some money from Mopar Performance from AutoXing, I was called a ricer, to each their own. If I think a car looks FUBAR I will say so, but I rarely see cars I would call flat out rice.
