Yeah I know that topping it off is not a good idea. I only do it when I know the car should take more. A lot of times if you stick the nozzle all the way in you can get some splashback that makes the pump click prematurely. Thats why if you pull it out/move it around you can get some more in. My mom's 350Z does this a lot after you put in like 3 gallons, so you just play with it a little and it takes the rest no problem.
