Is there suppose to be any liquid of any kind Inside a fuel pressure gauge?

I saw some in my friends and he swears its suppose to be there I was like hell no dude are you stupid it smelled like gas but he said it was liquid hahahaha I just want to clear this up......So if it is broken he can go get a new one and it will be fixed......Not to mention the fuel pressure gauge is reading completely wrong but w.e......
