The Tech card is what you need to run...basically it's saying it's $10 dollars to get in and spectate and another $5 if you want to run.

The amount of runs depends on how many people are there. On a normal test and tune figure about 3-5 runs depending on how long you let the car cool, how fast you get back in line, breakages and track prep time, and the number of cars at the track that night.
