Max RPM also has more to do with rod bolt dimension and valve overlap and clearance. The smaller the rod bolt diameter the more likely to stretch at higher RPMs. The less clearance and larger overlap, the more chance you have that the valve spring will not close the valve as fast as the piston that is racing towards it.
