It is to a certain point. Really fast cars and guys dead set on having the car setup up perfect do a lot. They will get the chassis weight balanced out, adjust the suspenion till its dialed in, adding special parts, getting the geometry just right. Not really needed on a 14-13 sec car, but for a 11-10 sec car, its really needed for a drag car.
That sort of what I meant. Sure anyone can go down the dragstrip and get an "OK" time, just like anyone can go to an auto-x or road course event and get an "OK" time. Though if you want to get faster with either of them things will become technical in a hurry with BOTH.
