You're going to have to put more money into the B20 bottom end to make it rev high (you wanted VTEC, right?). As for which one is "better", I would have to say whichever one the builder puts more time and quality into, also whichever one the driver maintains better. And don't forget about tuning, as well as suspension and traction setups. These will help you achieve your goal of "Lookin to hit 11's"
