Over off of harbour island you can park you're car and take a couple shots at the apartments there. Might get chased off by security but if you're quick it shouldn't matter. I have some shots from that location in my photo gallery on Deviant Art.
Although with your truck you need to wait another month or so when the lightning storms are kicking and have that as the backdrop.
