SC400 obviously has more power, but the SC300 uses the same engine as a Supra so parts for it are a bit more common. You can also convert the SC300 to a manual tranny a bit easier than you would be able to with the SC400.
If you get the SC400 and the power steering pump is going out, replace the altenator as well. The power steering sits on the altenator and the fluid will corrode the brushes in the altenator, so you'll see yourself in the dealership twice in 6 months if you don't replace both at the same time.
