That was justified. Its clear they were trying to use the car as less leathal force than just shooting him. Not every department in the country has tasers yet. A taser woulda done wonders in this situation but I think the crown vic got the job done.. Oh and by the way its very easy to die from a shot in the leg. There are arteries it could hit and so forth. The guys luck to get off with some bruises and a broken wrist.
