Default Can cam gears' timing marks be wrong?

I got these aftermarket cams and cam gears for my crx, the cam gears came already attached to the cam shafts. SO, I installed them today, I got #1 piston at TDC, I aligned the timing marks on the cam gears, and I put the timing belt on, but when I rotated the crank I realized that when the intake valves closed, the exhaust valves were also closed and they opened after I rotated the crank 180 degrees. That makes me conclude that when the piston goes up the exhaust valves are closed, therefore, not allowing gases to go out. Am I right? or is that how its supposed to be?
