If it is a 88-91 Si I beleive they have a non-VTEC B20. That version of the b20 is not that great but you may be able to swap in other b-series engines. I agree that if you don't have have alot of money (which it sounds like) then you should just drive the car as-is and appreciate it for what it is. The Prelude is a great car and should get you around for years till you can save up and buy an allready fast newer car. If you have lots of money and allready have a nice daily driver and are looking to do something different, doing up that Prelude is not a bad idea. Parts aren't as plentiful as with the Civics but there are springs and other parts avalible. Also the Prelude in stock form handles very nice, it was one of the first cars with double wish-bone suspension. Beleive me, I understand wanting to do something different, (check my sig pic) but if you aren't "heavily funded" just drive it stock and get something better later.

P.S. To answer your original questions, yes you can turbo nearly anything with a lot of money and I beleive your car was 130hp at the crank translating to about 110hp at the wheels.
