Default SVO Timing

my 86 SVO has never been tuned since i got it back from the shop. i had new head, ARP head studs, roller cam, adjustable cam sprocket installed. i also just completed the porting of the upper intake to match the 65mm T/B.

question is where should i set my timing? the shop set the timing at 6degree advanced; and left the cam sprocket at 0. my turbo doesnt come in till 3100 rpms and its gradule increase of boost; when it use to come in at 1500 rpms and dam near instant. when it builds boost around 12psi sounds like a rev limiter is kicking in and the engine flutters (did this before the 65mm t/b as well). i replaced all the vacumm lines and nothing changed. the distributor module points to the firewall. before it went into the shop the module was pointed to the front left beind the alternator bracket. and the MPG blows now as well. lucky to get 225miles to a tank with it set on standard
