I know who your talking about. I ran him once, but it fucked my car up bad. We lined up at the races and when we took off he got the jump because my car bogged down but I caught up and then I heard WHOOOO and suddenly flames shot out of my muffler and he instantly got ahead by at least 10 cars, unknowingly to him I had a 200 shot in the Eclipse so I sprayed and right as I got 3 cars on him my floorboards started to rattle and I heard a knocking sound in the engine, all of a sudden my hood burst into flames, and I pulled up the e-brake and stopped and jumped out of the car and yelled "OH NOES! THE NAAAAAAAAAAAAAAAAAAAWWWWWWWZZZZZ!!!!!" and then he hauled ass by me and 3 chinese people on bikes sprayed my car down in Uzi's and blew it up.

Damn, that was a rental too.
