Concerning vtec engagement, agressive cams such as BC's like higher vtec engagement around 5500-5900 rpms depending on the setup.
I would set vtec engagment at 5600 rpms until you put it on the dyno.
Well I will say that every setup is different and the bore plays a part in it too. I know on the cars that I have tuned NA with the IIIs or IVs, the vtec has always been around 5000-5150. I could tell you the cam gear settings, but that would just be too much info for this tech forum.
