Im not familiar with the P30 ECU's, so Im not sure how chippable they are. If you got a P28 however, they are easily chipped, and there is an unlimited amount of tuning you can do to get the car just the way it should be.
btw, normal VTEC kicks in after 5K anyway. If you don't have the proper setup, the car will run poorly. Just because VTEC is engaged earlier, doesn't make the car faster. In most cases, it's the oposite.
