Michigan Manufacturer tags. Middle aged driver/passenger, so I doubt it's some highschooler trying to be cool. Maybe a Canadian model?
Probably a long-term manufacturer road test. Pretty common actually. There were Altezzas (pair of them) running around the SE years after the IS300 came out. Manuf. get special priveleges.
