You can run anyone, anytime just make sure it's from a stop. As I stated before racing from a roll is just for people who don't know how to get traction. So instead of fixing that problem they cop out and say "lets just race from a roll". Even when DSM's do end up racing from a roll and wining everyone else still finds a way to make excuses.
