Default "Carbed and blurboed"?

I'm wondering exactly what the term "carbed and blurboed" means. I have an idea, but I'm also looking for what cars it can be done on. Most often I've heard it in reference to mustangs, which models/years can it be done to? If anyone could explain or direct me to a thread that's already explained it I'd appreciate it.
