Off white?!?!?! I guess white was a little too bright, huh? Yeah, you're pretty much fucked. Try stripping it off, but if the paint isn't setting/drying (that's why it's sticky) there is nothing you can put over it to fix it. Next time use dye that is made for vinyl, you can get good stuff to mix in a gun, or even the cheapo stuff in an aerosol can will do better than paint. Of course you could just leave it alone, but from reading you posts, I don't think that's an option, is it?
