I would avoid having complicated rulesets. What ends up happening if you implement rules is that you end up with competitors with the most amount of money finding unique ways to skirt the rules. If you want examples of this, just look at the NHRA Street Tire class.

It should be a street car shootout. Given enough time and money anyone can build a fast race car. I think many more people can relate to normal people, with normal cars competing against each other for the pure interest of the sport.

If someone wants to bring their stripped down, trailered race car to compete against some street cars to get some kind of hollow victory, well thats their choice to be a fag.

For overall car results a few simple rules can work: some form of cruise around town, no tire changes between events (run one type of tire for both the handling AND straight line event). I would avoid having things like minimum weights, etc.
