To have power and be legal, go JR or Comptech S/C, you can always upgrade to the race setup/pulley(illegal), but you can always downgrade.
For the most power, turbo. Cybernation is good, I've also heard/read good things about another shop, but I can't remember, right now.
Do a search on
www.clubrsx.com. I'm telling you to do a search, 'cuz people ask that question all the time and there are enough threads covering it, already. You'll find threads with members saying why they chose their application, and what they wish they would've done and/or if they are happy with their setup.
