It may have changed since I was a kid, but I got a BS harassment ticket on my learners permit (I didn't use my turn signal to turn from a deserted beach ramp onto a deserted beach at night 
) and all it mean't was I didn't get 'safe driver' on my licence.
For future reference it is not illegal to not use your turn indicator if nobody else is around. I've been to court twice for this BS charge and have had the charges dismissed. Its listed in the FSS under article 316.xxx or 318.xxx can't remember which one.
