depends, ron and bigbadbuick's friend had a crx with a stock 1.6(130 crank HP) with a 100 shot and slicks, ran 12.4 or 12.6. that seems very easy.
but i do agree it is easier to make a v8 fast. but people like the challenge of making a 4cyl faster than cars with twice the cylinders. you could buy a z06, put heads, cam, lid, exhaust and be low 11's and call it a day. or you can challenge yourself make a slow car into a faster car than the z06.(just an example)
one route doesnt take alot of time or knowledge, and one route takes alot of time and knowledge.
