I wouldn't worry about it (unless you notice a problem...like, fuel or air leaking). I've been running without the driver's side fuel rail bolt since I've owned my Talon...never been a problem. Two bolts are sufficient, and it's not a matting surface that you're bolting down...not to mention, there's no flex to the fuel rail either...you're fine as it is.
