Well, with no surprise, I have a vacuum leak somewhere.
Disconnected the TPS, turned the idle screw all the way in and revs are at 750. Car idles at 850 w/ 580mmHg vacuum (23 inHg).
I'll do the basics first:
1. Visual Inspection
2. Retighten all bolts
3. Squeeze lines one-by-one with needle-nose pliers
4. Redo gasket on IACV
