The b16a2 probably got most of its +10hp from the cams, not really the ecu.
The obd0 PR4 has a little under 1 degree less advance @ 6200 rpm (peak hp) than the obd1 92-93 b18a. 1 degree is not going to give you 10hp.
Pr3 in obd0 i have that in my 89 hatchback pre-obd and obd0 are the same
