That mustang didn't have a 351w in it, none of the police issue 5.0's did. That's why they are 5.0's, they cam with the stock 302s.
3rd gens would be a great platform to start with if you would wanan drift a domestic. Its only downfall is its really long overhangs and stuff.
And yea there wasnt anything that special about SS Mustangs, most of it was already mentioned other than stiffer floor pans and a higher output alternator. Other than that they are exactly the same as civillian mustangs. All that was pretty much dealer installed items.
