You also get an EML title if they know the odometer has been tampered with. That's dumb, though. This is a 15 year old car. The DMV will exempt your mileage if it's over 100,000. I wrote down 107k when I registered my 240sx, and they handed me back the sheet with it crossed out and "Exempt" written in. Just ask for it.
In my case it was over 10 yrs. so it was exempt.
