3mm seals for a 13B is what you need and its called having the rotors "millled" where they cut and widen the slot fot the apex seal so it can set inside of it.(stock is 2mm)
Clearanced rotors,is when they shave the sides of them so they have "clearance" at high RPMs so it dont hit the plates,from vibration at higer RPMs,
NON of these mods can "make it rev to11k rpms" 3mm seals dont have much to that,getting the rotors clearanced is just for saftey..
