I think one thing that you should keep in mind is that each car is a bit different, especially things like turbos and intercoolers. When JWT made their chip the margin of safety on the car they were tuning for might have been 10hp from the peak output. Had they used Enthapys car to create the chip its possible they would come up with a more aggressive tune closer to what Enthalpy created.

The main point is that they have to serve the masses. Between not tuning Enthalpys car specifically and tuning a bit on the cautious side I think they probably still did a good job.
