The other day....new clean 302...however, needs a LOT of interior work. I have the power door actuators but they need to be installed. Speedometer is broken,,,,odometer doesnt work...neither does the gas gauge. The whole lens for that dash area has been removed and needs another. All I really care about is getting the speedometer fixed. He says all it needs is a teflon piece of some sort but I stil haven't found anyone that knows how to do that. Congrats on the new Mustang. Try replacing the speedo cable first. This is most likely the problem with the speedo, but if it doesn't solve the problem chances are the car needs a new one anyways.
The fuel gauges have a tendency to stick and malfunction when they get older. Not entirely sure what the fix is for this. Instead of tearing your hair out trying to fix the problem, you may want to just find a newer gauge cluster with properly functioning gauges. We replaced my '87 cluster with one out of an '89 GT...fixed my fuel gauge problem and got rid of the lame 85mph LX speedo.
Depending on the size and placement of the tear on the top, you may be able to find an interior or convertable shop to fix it for you. Usually if it is on one of the supporting ribs of the top it cannot be repaired because the constant expansion of the material when the top is lowered/raised will just tear the patch. Black duct tape also works well as a temporary fix until you can save up for a new top.
