Warp? I seriously doubt that, especially on a vaned cast iron rotor, and especially on a street driven civic. If anything it's just pad deposits on the rotor. Also, drilling the rotor for heat dissapation? Come on now, like I just said above, the damned things are vaned and it's a friggin' street car, not a Le Mons 24hr competitor.
So...

1) What pads are we talking about?
2) Is he breaking them in (ie: 2x 35mph stops, 2x 45mph, 2x 65 mph)?
3) Is there excessive hub play in the wheel? This could contribute to uneven pad wear/deposits.
4) I don't know what the hell he could be doing on the streets to heat the pads up to this point, but as said above, is he allowing them to cool down sufficiently before parking the car and throwing up the e-brake?
