it's got more to do with making sure the entire piece is heated consistantly and how long you take to cool the material down.

If you flash it up to 400f for 10 minutes, only the surface of the wheel will be near that temp. Inside, it'll be much cooler. That has the potential to cause variations in the crystaline structure of the alloy.
