all this mumbojumbo says is that cops can write tickets on public roadways or private roadways/highways that are open for public use, so depending on where you were at you may have been in a private parkinglot but not in a public or private road. this statute gives jurisdiction to cops for those areas so while it doesn't say they can't write a ticket on private non roadway areas nothing says that the CAN either. basically the state never gave them the power to ticket for traffic enforcement (with the exception of parking violations, which is where firelanes and handicap spaces come in) on private property.
