I too have seen this done many times, but it is almost always done when there is no one competitive to race the faster car. If you must ask for a handicap to race a car, just race slower cars, there are lots of them around. Srew it, just run heads up anyway, it is the street, and anything can happen on the street!
I used to think negotiated races were a pain in the ass until I got good at it. When you're good you'll get cars and moves from people you'd kill heads up
Makes for many races with the same person, in other words, more $$$
