As far as the "Hot Rod" comment, most hot rods have a vehicle (and valid vin/title) when they start. There is no laws governing the modification of an existing vehicle, no matter how dramatic the change is.

There are laws if you are trying to "essientially" build your own car.

Hot Rods are either: A. titled as the original vehicle (i.e. 1936 Ford) or as a Kit Car becuase the car was assembled with a kit supplied by a manufacturer
